Greatness is by definition subjective since great is like "good" or "bad", I don't think there's any objective manner to classify countries based on their greatness. You can measure the power of their armies, different kind of richness etc but none of those can be reliably and objectively associated with "greatness" and anyways no country is able to combine all the criterias to be at the top everywhere.
