Edit: Don't know who is the best girl but I can tell you who has enough character to compete with a brick. I feel background characters have a stronger personality at the moment.

Fairy Tail is epic. 

Tokyo Ghoul is epic.

Noragami, Black Butler, Psycho Pass, Parasyte, Akatsku No Yona, Death Note, Kuroko No Basuke, Mahouka Koukou No Rettousei, Your Lie in April (major, major feels train on that one though. Beware.)

Attack on Titan is /Okay/. Bit overrated imo. 

Mirai Nikki, Death Parade, Durarara, Gangsta, Highschool of the Dead, Free!, Nisekoi, 

STEINS;GATE! I cannot express how awesome that anime is.
