Just giving my few cents here. I don't know anything about ET Legacy, never have used and probably never will, but at least in normal ET com_hunkMegs max value is 192. Sure, you can put like 1080 to it if you wish to, but it gives you max 192 anyway.

Try changing from control panel as per your needs -      I have modified as per my needs.    Try below config - plain and simple -  //connection set rate 45000 set c

I have the same with the fps, always changing. But I think that is just because of the maps you are playing, the smoke, airstrikes, etc
