Well since the photographer mentions helicopters in the frame and in the area at the time the pic was taken IMO they most likely are seeing a motion blur from the spinning blades of a turning heli. I work around helicopters often and have seen similar pictures of the blades making the same pattern when banking into a turn, especially when the photographer is using low end or phone camera equipment
