Its a lagometer. Measures your lag in game. You can add it, its just an entry into the console. I believe its /cg_drawlagometer or something close to that

HOLY CRAP EGGO! WOAH! That is awesome man. I played this one round where I had 12 deaths in a row...then I had a 40 kill streak. Sometimes you just get lucky.....or in your case....AMAZING!
