Why ? Cause when the server is packed with players then there are no bots left who'd help in various situations .. 
Such as medics (or sometimes Field ops) are missing .. when u need them the most ..
Even if players take this role, they use only advantages - run around and are focused on killing as much as they can and run over You but don't help up .. Especially if Your far away from spawn base. Ofc, there are few exceptions - i'm not talking about You, obviously ..
As field ops, usually when players take that role, they do help .. even more than asked. 
But still .. 

And what comes to maps, i especially prefer the ones with a lots of secret passages ..
I believe (assume) that there are many ...

Beginners player slots are 40+. So, I am not following your suggestion bud. Thanks.

in all fairness, i have never seen Beg1 with more than 12p total (like 5v5 + specs)

 

in Europe evening times, we may be anywhere 2v2 to 5v5 (+bots ofc)

 

So if it can cut on cost, i would on the contrary suggest to decrease the total number of players, like 20 players + 4 to 8 specs
