paint.net is great for 2d graphics when you wanna draw in layers. there is also gimp out there which is more popular, but for most 2d graphics this is a "easier" alternativ. 

for most people GIMP is just overkill, and also it´s a bit tricky to learn, since it´s not as selfexplanatory as paint.net is.

but a pdn is a pdn, a paint-dot-net file. they have their own filetypo.

it´s the project file of the layered graphics. unrelated to png.
