In Etpub it moves them to spec and only kicks when server is full. In jaymod it kicks when inactivity time is reached and we don't kick specs unless server is full and even after server gets full they have 2 map around aka avg 30 min time to sit in spec before kick is issued. Under certain cases some lame ass morons sits in spec watch players and when players die they PM spam player on how they suck and keeps bugging them. In that case instant mute followed by kick. This is what manual says: g_inactivity sets the limit in seconds of player inactivity permitted before player is automaticallykicked. A value of 0 disables this feature.
