What is this?

A light bar for approx. 100 px.

Might be something related to r_ignorehwgamma 1, try setting it to 0 then vid_restart.
Check default values for:
r_gamma
r_mapoverbrightbits

r_overbrightbits

r_intensity

Don't have pc near so can't really check.

I had exactly the same thing. Annoying as hell. All my ss were blurry and that light bar didn't help at all. It was something in the cfg, yet haven't figured it out what I changed to make it look normal.

Tried the hwgamma from 1 to 0 and ss was all lighted and nothing couldn't be seen from it. I'm using amd gpu.

You could try my cfg from dl section, just to see if it does work for ss, dont think I changed much after posting that: https://fearless-assassins.com/files/file/1796-rendels-config/

//EDIT: if my cfg doesn't work, maybe it is the etlegacy then that fixes that console "bug". Thinking it back and I think after I started to use ETL, ss were (maybe) clear after that...

I have seen some SS by other people with a rectangular 'fog' in the middle of their shots, with the same 'coloration' as in ED's pic.

I have restored the copy of cfg and it's ok.
Later I will check which options make such a fog, I have two suspects.

Mine are :

default 1.3 r_gamma "2"
default 1 r_intensity "1"
default 2 r_mapoverbrightbits "2"
default 0 r_overbrightbits "0"

Mine are still at the defaults, except for the r_gamma

I found the cause.
The r_clampToEdge 0 command causes this strange effect the light bar in console.
