Bow_In_Honor
Well I tried on my laptop and had the same issue. So has to be something with either my internet or from the server itself. It's not the server, I can connect to it. So it's definitely on your end. Just for shit and giggles try manually connecting to the server by opening the developers console with the Tilda key (~) and typing /connect 108.61.21.94:28934

Just for shit and giggles try manually connecting to the server by opening the developers console with the Tilda key (~) and typing /connect 108.61.21.94:28934 Nothing again. My roommate on his computer with his own copy of the game had the same issue. We are going to call our internet provider and see what is going on as we have been having some major issues this past 2 weeks.

DoubleDragon
Verify you have a direct ping to the server from your house see if your connection is timed out in route. start-run-cmd type tracert ip with out port # and see if you have long or timed out route to the server. motoxnate
I know this sounds basic, but try connecting via a VPN or physically taking your laptop somewhere else and try connecting from a different ISP? I'm wondering if your connection is being blocked somehow.
