How do players make the G3 full auto?

I have noticed several players can do this, as well as making pistols full auto.  Is this a game pad hack or something?

I'm not 100% sure on how it is done but as far as i know people bind the shoot button to the scrollwheel to get that fast fire speed.

I am also not entirely sure if it is allowed or not, my first thought is that it isn't, but if someone else wants to correct me, please do :)

Pretty sure scroll wheel binding is frowned upon, but not outlawed.

No 100% accurate way to tell they are using it, so know way to enforce.

There are some modded servers that have full auto G3 and pistols.
