It does, however, cg_mapoverbrightbits and the intensity one (I think it's cg_intensity) require a restart, and I don't play dump much so I just usually take a break during dump. But sometimes i feel like sitting out dump myself since its so boring and tends to either be super easy for allies or a full hold for axis.
