Try going into your firewall settings and go to exceptions, and manually enter the path to the installer and from there it should bypass this. Essentially clicking the hyper link and allowing download anyway will do the trick it’s weird that it doesn’t work. But id say the manual way should do it. If not it’s most likely something else that is flagging it.
