Is "23 C" right?  That is only 73.4 F !  Maybe it was muggy with high humidity? 

 

32 C would have been 89.6 F

😄  Yep, the UK has a habit of coming to a stop with its "severe" weather 😄 . although it was probably very muggy and humid it is a joke.

I think the highest I seen it in England, was last week when it was around 30-31, I love the heat, but I don't like it when I've got to work.

 

It was very humid and I was struggling to sleep, well saying that, I sweat and find it hot in the winter when in bed.
