It will make no difference if they care cause they did not think it will not return. And if it makes small or big damage, what they can do just say at "I'm sorry" We will see, hopefully this is good learning point for others also not to release things on space without backup plan.

lol, they don't even care if rocket boosters fall on their own people/towns. They definitely don't care about it landing anywhere else in the world.

A cable-TV news commentator in the USA was saying that the US and the USSR made sure that the first stages of their rockets landed in the oceans and not on land.  Their splash-down zones in the oceans were part of their designs.

 

This is not the same as when an old satellite falls out of orbit, as has happened to both the US and the USSR.  That was not part of their design.

A later report said that the Chinese booster was intended to fall into the ocean, too.  

 

The same booster version had a similar problem last year and landed in the ocean off of Africa, with some debris hitting land there.  No people were hurt.
