Start by checking what your value is for r_mapOverbrightBits. The default value is 2, this looks like it may be 0.

 

It could also have something to do your setting for r_ignorehwgamma. The default value is 0.

 

Try this:

- Write down your current values

- Set those two cvars to the default values in console

- Do a vid_restart in console

if you use nvidia graffics to fix that just go to graffic definions and change it im my case when enter et my image became more brighter from time to time due the updates hope i helped
