I found an explanation for #2, the bridge:

 

It's an overpass that's part of Autovía AC-14, near A Coruña, Spain.

There are currently two lanes of traffic on that section of road, but the pillar was made wide enough to support three lanes, in case of future expansion.

 

That is a comforting explanation, especially since it is not near me :) , but it still looks w r o n G !

They just fcked up and gave this "explanation" to get out of trouble :D
