That reminds me of some of the corruption in the USSR that resulted in poorly-built apartments.

 

I had the same reaction as one of the commenters, about "load-bearing walls" and "collapse".  You later see some kind of rebar holding the sand in.  :)

Hope they dont get an earthquake, with those buildings could be easy to have an easy tragedy.
