I did for a while. I changed graphics cards and now I don't get them. I think it could also be related to drivers. They suck, used to lag me really bad.

They are caused by lag, serious lag at one point and remain through the rest of the map. I assume we are talking about glaring lights that occur where there was an explosion. Next time this occurs and if there are any lights on the map (like the lanterns in chinatown) look at them. You will see that they are all flickering.
