Just look around for open-source stuff or otherwise like the programs medic suggsed and virtualdub too . Adobe Premiere Pro CS4 Pros: eazy to use, simple, meats the experience or beginer Cons: maby to basic, efects are more powerpoint efects Adobe After Effects CS4 Pros: Good stuff, can do green screen, can do stuff that Premiere cant Cons: Gets a while to get used to but its like any adobe/macromedia product. some bits are complex, alot to remember, RAM and power hungery. My opinion I think people should use Premiere to cut and edit the video and then bring it into After Effects.
