It was PCP - much worse than crack cocaine. He walked up to a cop and started a fistfight for no reason, then bit the police dog who tried to rescue the poor cop. PCP makes people stronger than normal humans, and they cannot feel pain either. It causes a dissociative disorder, like multiple personalities. He is not even inside his own mind. That guy will be probably be locked up in a state mental hospital for the rest of his life.

Someone should have informed this guy they hot dogs aren't really made from dogs...
