He's imitating bull riding in a Rodeo!  The first kid opens the "chute" and the cowboy on his bull comes bounding out!

 

I guess that is his Daddy who imitates the "buzzer" with his nasal-pitch aahhhhhnnnngggg, so that the kid can dismount his dangerous bull safely!
