If you use the panzer, you can cancel it by doing lean while it is doing the noise before the rocket come out.

 

 

I wish I could do it. ;)

 

Not available on Jay1 and Jay2 AFAIK. :(

No it's not possibe, cause cg_crosshairhealth 1 makes your crosshair show your actual health state.

You would have toggle red crosshair manually.

cg_crosshairhealth 1 will show you white on fullhp then it will start to turn yellow then from yellow to red.
