There's a player repeatedly TK'ing and smack talking. How do I report them?

a player 76561198313101859  started attacking me for no reason and name calling.  He TK's me twice. See attached screenshots

There was no way to report them because I don't think even the current admin's can do that at this time. I tried !calladmin in chat and console but am not sure that works

 

How do we deal with players like this? I've been playing FA DOI servers for years and have only seen this sort of thing a couple of times

Just fyi this works only on DOI #3 server, since DOI#1 is pure vanilla there are not many mods on there.
