I thought that the joke in that Billboard was the words, " words words words words", until I noticed the man proposing to a delighted woman, with a wheel & tire!   No💍? :o 

 

I would guess that that "tower on baby's head in Mama's lap" is made of the cereal Cheerios?  Real or PhotoShop? 😄
