I think that the bottom ladder is supposed to slide out from the wall on those overhead rails and then people can climb straight up to the roof.  They can keep the bottom ladder locked against the wall  to prevent roof-climbing burglars, etc.  It does look strange as Hell!  OSHA says, "Safety First! "
