This pic intrigued me.  Is that some kind of "dolly" to move the wrecked engine on the tracks?

I finally did find a pic of that locomotive on a page, which said in German:

 

"... there was an accident in Lippstadt, 2 trains collided head-on.
The train drivers are doing well under the circumstances.
Here is a MAK locomotive ... "

 

Ah, HA!  A "MAK" locomotive image found that "MAK LOC" velcro strap!
