How to set the following commands? Or do it at all, does the server set itself?
  
seta net_enabled 
seta net_socksEnabled 
seta net_socksServer 
seta net_socksPort 
seta net_noipx
seta net_noudp

These are server cvars, not client,

Enemy Territory has settings to run a server.
