Neither, it was a pun, or a play on words. The joke being that typically whenever a scrawny person goes to jail people say they're going to be raped, or forced to suck ****.

He was famous for eating Subway(A sandwich fast food restaurant). Mayonnaise goes on sandwiches, mayonnaise is also white like semen.

The joke is he is going to get a cockmeat sandwich.

Oh, I got that part about Subway FootLongs :)  I'm just a little surprised that they would put that title on the front page of a newspaper, even the NY Post.
