In Spain (castilian spanish) that means

 

1. One fascist less (In the meaning that "One fascist less in the world" Probably after killing an axis.)

2. That is a compliment to you. (ironically, perhaps)

My understanding is that "para" is "for" - tenedor para comer, pistola para matar then "por" is more like "by" or "around" - por la puerta principal     Entro por la ventana para coger mi novia
