Newspapers don't like to write something based upon argumentation about vulnerabilities in the systems or in case of a respected newspaper something that is based on arguments that can be perceived in anyways as a conspiracy theory. Because they fear it is not personal enough to interest their readers or that it might effect their credibility. They prefer to wait until someone gets caught so that they have better material to maneuver, write supporting articles, make a "difference" in the decision making. And so they can try to make themselves feel like they are fulfilling their role as the gate keepers reporting about the wrong doings in society. Of course this merely validates your argument about peoples manners they prefer to comprehend matters, as some others anguish that they are left on the mercy of it. E: In other words, this certain recognition of problem is required in society, which is most often only gained through this kind of process, in order to get things to public discussion and get them appropriately changed (or at least get the problem in the right direction).
