One other key thing is to demo while you are are assigned to a team, preferably the same team as the suspected cheater. To do this, select spectate and then change teams to the desired team. At the weapons select screen hit esc. This will put you back into spec, but you will be assigned to a team. This will then allow you to hear when UAV is enabled, and see when it expires. This is key when trying to catch a wallhack.

That's called dead-spec. Back when I ran my clan, this is how I trained and required my admins to spec. We didn't allow anyone to sit on the spectators list because we knew those scumbag hackers would just turn them off.
