They are used during development, which is why you can modify them when cheats are enabled (via devmap). This is the case for most mods, except for Legacy and ETjump. ETL developers likely decided it wasn't important and removed the cheat flag in the mod's source code. However i find this somewhat antithetical due to the minimal contrast between the 2 mods (i.e) it's ok to have it on =F|A=ETL but on =F|A=Jay and Silent, it's cheat protected?
