For some reason I can’t connect to the NQ server. It just downloads and repeats over and over again when trying to connect if that makes any sense.

i remember put cl_allowdownload 0 and cl_wwwdownload  0, connect and put it on cl_allowdownload 1 and cl_wwwdownload 1 when i download the  archives, this works for me

Try deleting NQ folder and redownloading the mod through server. I know its pain in the ass but thats what I've had to do once in a while.
