I want to propose 2 suggestions for Jay1

1.Enable vote for next map max 2-3 times (some maps are making ppl quit because they don't want to play it)

2.Maybe choose a one member who has experience to create rotations when DD is busy :). More Often rotation changes i think will be good

I agree with the 2nd part as having fresh rotations more often would be awesome and could solve the first issue as well.   Adding the ability to vote would lead to it getting spammed every single map w/o fail.
