I was astounded by that picture, but found:

Reasons for slipping can be different (worn down wheels, old rail, unfavorable temperatures, etc. ) but even some spilled grease on the rails seems to do the job. Wheel slipping is not that much of an issue while in motion. However, when taking off (e.g. from a train station), a slippery situation would prevent the train from making any movement forward while the wheels are spinning super fast.
