FPS skipping everywhere

I installed this all today and was playing on FA server, i maxfps'd it at 125 but when im playing i skip from a few seconds at 20 fps to 125 and back like crazy, its basically unplayable. 

 

r_mode -1

1920x1080

r_primitives 2

max fps 125

 

 

i7 6700k 4.00ghz

amd radeon 5700xt

32gb memory

monitor at same res as ET
