Can't download maps

So i just installed ET on windows 8 and i've installed the silent mod etc. etc.

 

Every time I try and join a server once the server starts downloading the missing pk3's that I need to play on the server, instead of downloading them in game it just boots me to this website. I have no idea why this is happening, I have cl_allowdownload at 1 

 

Please help this is really starting to frustrate me.

You need to run it as Administrator
