He is very good. However, I would hesitate to call any guitar player the "best" in the world. As we've seen in many videos, there are little kids whose parents and culture force them to play at a young age, and they are technically very skilled.

 

Anyway, good video. I haven't heard much of Joe, but what I have heard, I have liked.
