Reload time linked to Grenade throw/C4 planting speeds?

I might be asking a question answered years ago in COD4 but..

 

What defines the "grenade throwing time" as in total time to complete throw, for example this is really snappy with the M4 and M16 but slows down a bit to AK47 and really with other guns. I also notice the planting C4 time changes also. Are they linked to the reload time?

I would find it strange, try it with a lmg compared to a skorpion. That will give you the answer i think...
