It's a twitch or a tick, or whatever you want to call it. You know when you are in school and you really want it to end and you start tapping your leg real fast cause you can't wait for the bell to ring? That's basically what this bear is doing, he wants to get out, to be free.

I feel sorry for the bear, shouldn't be in a cage like that. The top comment says it perfect - "Imprisoned in a man-made hell hole. For ggodness sake let him go to a sanctuary where he can feel the earth under his feet and live in a near natural enviroment."
