I discussed this with my boss who does pipeline right-of-way planning for construction projects. First off, the design of the pipeline was never going to receive approval from Nebraska to pass through. Nebraska has never approved an oil pipeline. Nebraska's soil has a geologic formation slant that will basically route any hazardous material spill to their main and only water table/aquifer. Secondly, it has to do with politics. No one can say for sure, but the pipeline was going to stop at the refineries in Texas along with gulf coast. It is assumed that a majority of this oil and hydrocarbon projects will be exported rather than consumed domestically. This is because the price of oil is higher in some European countries and China.

 

The company I work for is building a billion dollar pipeline pipeline expansion from North Dakotra to Kansas where it connects with existing pipe shared between Kansas and Texas. It is basically the same thing environment wise, yet it was approved. This Keystone Pipeline has received a ton of media attention. There is just too much behind the scenes to really know what is going on with it. But everone in pipeline design knows you cannot go through North Dakota.
