Customizing a Vsay. How do you change what the text says?

Can you do this without binding the Vsay to a key? Or does it have to be bound to a key to customize? For example could I hit V21 and make it's text say "YO!!! How boutta medic over here eh!?!?" or whatever hahaha.

ye you got to bind te vsay command to a key in the console

 

so like: /bind j vsay hi hello there ladies
