If you are having trouble opening the Console, because it´s Hard bound to the game and you are using the German Keyboard Layout just like me, you might wanna try this tutorial. 

It worked for me just fine.

this thread seems old but found below info for changing binding for console

STEP 1 :
go to %LOCALAPPDATA%\Insurgency\Saved\Config\WindowsClient

STEP 2 :
open Input.ini with notepad and paste this in the file

[/script/engine.inputsettings]
ConsoleKey=F10
