A question about server overflow redirects

So went to connect to silent server and got a redirect message.  Turns out the hardcore server is the overflow from the silent server.  

 

Call me old fashioned, but I though a 'hardcore' server would be for the top level folks, not the surplus.  I'd assume surplus got cycled to the next lower level of servers.

Silent one is ranked no.2, both are the same mods, except ff is on HC. 

 

if your having a redirect connecting issue to silent, might I suggest reading my signature for help.

you got it backwards, the silent server redirects to the HC server when full, shouldn't it default to a lower lever not a higher level?
