Auto Balance not balancing teams

As I was specing on beginners server tonight as well as a few nights before, I have noticed that Auto Balance stops evening the teams. It will say "Auto Balancing teams in 15 seconds". However, it never does balance the teams and no one gets switched. It will keep trying to balance the teams for the rest of the game but to no avail. Now this has happened multiple times.

Any reason why this is happening?
