There's a lot that goes into it, not just the layout and objectives but the actual design, keeping it lag free, not overly detailed, etc.... "Most" players on jay1 ready to play same maps again and again which they are familiar with (like 6 basics map or any other small map "brehemen, et_beach, adlernetst etc.") , instead of any new map which they are not familiar with.
