Et ping issue

Hey, 1st of all I have a ADSL connection[PPPoe-russia]   Today I met a guy from my country, well he has ping in the game better than me,lol, almost 150 difference in both pings, i dont know what is wrong with my connection, I use a wireless router but no one is connected to it , except this pc, but tooo the ping is above 270 for jay3 server, and the other guy has 141 or so, Lol, to be honest i got jealous of the ping,.. in the screenshot, it reached 405........ Some one help me, I'll post the win mtr here:
