Packet loss 49 %,  looks like your ISP has any problem.

edit:

i.e. your sendet data is named as packet so you send data out and its going lost on the way.

its reaching your ISP  (106 packets send - 106 packets recived)

bzq-115-189-146.cust.bezeqint.net -    0 |  106 |  106 |    8 |   11 |   18 |   10

and now the packet get loss to 49 % @ the intern route of your ISP

Did not understand stabak, sorry

And yes DD, I'm pretty sure, anyone in the server can see that too.

Dont know why I get those ping spikes..

Does it connected to my fps ? my fps are 40 most of the time due high CPU usage (around 60~100). but I get some ping spikes to 231 which really annoying.

Packet loss. I believe bad internet or router issue or modem issue.

Like DD has mentioned in his post above and I told you again on server, this.

How to fix it ?

And of can I know if modem or router ?

Or if its the ISP ?

You should simply call your isp, ask them to check\fix this issue. And if they tell you everything is normal, then ask them to change for a new modem\router what should be free.

Ohh I see.

Will try to talk to them

They always says everything seem to be good (even when I test on Speedtest and got 5mb DL speed, when I call them suddenly I got 100mb DL speed)

Isnt it weird ?

5mb dl is a joke Puni!! You're a customer who pays for their services.. So, don't try but threaten them and ask them to change the hardware or to send technicians if needed.

Speed and Reliability: Bezeq’s internet connection is based in most place on the copper wires that were previously used for phone lines. Officially they offer speeds of up to 100Mbs, but as of this writing, 100 is NOT available in some parts of the country, and in those parts you can only get up to 40Mbs. Even if you CAN theoretically get the 100Mbs connection, they only promise a “Minimum” of 50Mbs, and you probably WON’T really get up to 100 in most cases.

Their connections, however, are quite reliable in my experience. Malfunctions are rare, and when they do occur, their technicians usually arrive after a day or two.
