you may need to use Group Policy Editor (gpedit.msc) it's more complete for changing settings
  • Click Start -> Run or Hit -> WIN+R
  • Enter gpedit.msc
  • under Local Computer Policy -> Computer Configuration -> Administrative Templates -> Windows Components -> Windows Update
from there you can change a lot of setting, just by double clic and change what you want
